What is a rotating shift schedule?

A rotating shift schedule is a work plan where crews take turns covering the same job in a repeating cycle of shifts and days off, so the work never stops and nobody works every day. Most 24/7 rotations use four crews on 12-hour or 8-hour shifts; fire departments often use 24-hour shifts and three platoons.

“Rotating” can mean two different things, and it helps to know which one people mean:

  1. The days rotate. Every crew follows the same sequence of workdays and days off, started at a different point, so the crews take turns. All the patterns on this page rotate in this sense.
  2. The shift times rotate. Crews also move between day and night shifts, for example every two weeks. When they don’t, the schedule has fixed crews: some people always work days and others always work nights.

Averages cover one full cycle for one crew. A day off is a date with no shift starting on it. 24-hour patterns use 3 platoons.

Three things stand out. First, every 4-crew pattern averages exactly 42 hours a week, 8-hour or 12-hour, because each crew carries a quarter of the 168 hours. They differ in how those hours are bunched: the 2-2-3 family keeps runs short, 4 on 4 off makes every run the same length, DuPont saves them up for a week off every month, and the Southern swing works 7 in a row.

Second, the 2-2-3, Pitman and Panama are one sequence. The table lists them separately because they’re usually set up differently, with fixed crews for Pitman and rotating crews for Panama.

Third, the 24-hour patterns average more hours, 56 a week, which is why some departments add a Kelly day to bring the average down.

12-hour vs 8-hour rotations

Round-the-clock coverage means 168 hours of shifts to fill every week for each position. Both 12-hour and 8-hour rotations do it with four crews averaging 42 hours a week. The difference is how those hours are cut up.

With 12-hour shifts there are two shifts a day. People work about 182 shifts a year, with more full days off but long workdays.

With 8-hour shifts there are three shifts a day: day, evening and night. On a 42-hour rotation people work about 274 shifts a year, with shorter days and shorter breaks.

The Southern swing: an 8-hour rotation

A well-documented US 8-hour rotation is the Southern swing. Snap Schedule shows the same pattern without the name and calls it popular with 24/7 operations that prefer 8-hour shifts. Each crew works 7 day shifts, has 2 days off, works 7 evening (swing) shifts, has 2 off, then works 7 night shifts and has 3 off. That’s 21 shifts in a 28-day cycle, with crews a week apart, so every day one crew is on each shift and one is off. We found no documented origin for the name.

Hours count each shift in the week it starts. Day shifts 7 AM–3 PM, evening shifts 3 PM–11 PM, night shifts 11 PM–7 AM.

Every break is 72 hours between shifts. With Sunday-to-Saturday workweeks, weeks run 48, 40, 33 and 47 hours, for about 4 overtime hours a week. Pick Southern swing in the generator above to see all four crews, with 7 AM, 3 PM and 11 PM start times you can change.

Check the start day before you post it. A crew gets one Saturday-and-Sunday weekend off every four weeks only if day 1 falls on a Monday, Tuesday, Thursday or Saturday. Start on a Sunday, Wednesday or Friday and no crew ever gets a full weekend off.

What the research says

NIOSH, the federal agency for workplace safety and health, summarizes research that cuts both ways:

  • At night, shifts of 8 hours or less are better tolerated than longer ones.
  • Rotating forward, from days to evenings to nights as the Southern swing does, is easier than rotating backward.
  • Changing shift type every week is the hardest speed of rotation, and it lists one or two rest days after five 8-hour shifts, where the Southern swing works seven.

4-on-4-off schedule

A 4-on-4-off schedule is exactly what it sounds like: 4 twelve-hour shifts in a row, then 4 days off, repeating every 8 days. Four crews cover 24/7. In the fixed version, two crews alternate on days and two on nights; in the rotating version, a crew works 4 days, has 4 off, works 4 nights and has 4 off, a 16-day cycle.

It’s the simplest 12-hour rhythm, with the same 42-hour average. The catch is that an 8-day cycle doesn’t fit a 7-day week, so your workdays move one weekday later every cycle, and weekends off come and go as the pattern drifts.

For a day crew, each workweek holds either 3 or 4 shifts, so 36 or 48 hours. Night crews land close to that, with in-between figures like 41 or 43 hours when a Saturday night shift is split between two workweeks. Every break is 4 days, which is 108 hours between shifts on a fixed day crew and 120 hours when a rotating crew switches from days to nights.

Some fire services outside the US use the name for a different pattern, 2 days and 2 nights followed by 4 off. The generator uses the US meaning: four shifts of the same kind in a row.

24/48 schedule for firefighters

A 24/48 schedule means 24 hours on duty, then 48 hours off. It’s a common fire department schedule: three platoons, usually called A, B and C shift, take turns so a platoon starts a tour every morning. Each platoon works one day in three, which averages 56 hours a week, and a platoon works 2 or 3 tours in any given calendar week.

Kelly days

A Kelly day is an extra scheduled day off that removes a whole tour now and then to bring average hours down. With a Kelly day every 7th tour, the average drops from 56 to 48 hours a week, on a 21-day cycle. Every 8th tour gives 49 hours, and every 9th about 49.8. Because every firefighter can’t take the same tour off, each platoon is split into Kelly groups that take their Kelly days on different tours. That keeps the A-B-C rotation intact but needs extra people.

The name is usually traced to Chicago mayor Edward J. Kelly, credited with getting the city’s firefighters an extra day off in 1936. Where hours matter for overtime, for example where FLSA section 7(k) may apply, the Kelly cadence can change what a department pays. That’s for your payroll and legal advisers to confirm, not a calendar.

Watch out for a “9-day Kelly” that is really 3 tours every 9 days, such as on, off, on, off, on, then 4 off. That’s still 56 hours a week: it rearranges time off without reducing it. In the generator, pick a Kelly day of every 7th, 8th or 9th shift and your Kelly group.

48/96

The 48/96 schedule has each platoon work two 24-hour tours back to back, then take 4 days off, on a 6-day cycle. It still averages 56 hours a week, the same as 24/48, but with fewer commutes and a 96-hour break every time. Snap Schedule notes that a platoon works the same weekday for 2 weeks in a row and then has it off for 4. The generator draws it under 48/96.

Pros and cons of rotating shifts

For the team

  • Coverage without gaps. A proper rotation fills every hour with exactly one crew per shift, by design.
  • Fair by default. Every crew runs the same sequence, so nights, weekends and holidays are shared evenly over a cycle.
  • Plan years ahead. A repeating cycle means you can print next year’s calendar today.
  • Fewer handovers. Longer shifts mean fewer shift changes each day.

For the people working it

  • More days off. On a 12-hour rotation about half of all days are free.
  • Sleep and health. NIOSH says shift work and long hours raise health and safety risks by disrupting sleep and the body clock, and by leaving less time to recover and to spend with family.
  • Weekends and holidays. Someone always works them. The pattern decides whether that’s every other weekend or wherever the cycle happens to land.
  • Uneven paychecks. Weekly hours swing even though the average is steady, which can make overtime hard to predict.

Choosing a pattern is mostly about which trade-off your team prefers: short runs and long weekends (2-2-3, Pitman, Panama), a week off every month (DuPont), an even rhythm (4 on 4 off), shorter 8-hour days (Southern swing), or long tours with long breaks (24/48 and 48/96).
